In 1813 Napoleons power in Europe was shrinking rapidly. In many cities in the Netherlands, then occupied by the French, people challenged French power to regain freedom. On 17 november 1813 this occured in The Hague (on the reverse the date of XVII november MDCCCXIII is depicted). Volunteers who assisted the regular forces recieved the medal.

The official medal has a diameter of 29 mm and is designed by H.D. Heus. Two versions are known: with left sword over the right one (like the medal displayed) and the other way around.
